While this idea can go south very quickly and easily and emphasis needs to be placed on destruction of reputation for established names, as there's nothing that can be done to protect from 5 minutes old accounts, I believe it requires more thought and planning. I was working out ideas for it myself before I made the post but hiro appears to have beaten me to it. While I applaud the initiative, I believe everyone is correct in asking for more information on the accused so that it is not just the inner circle that remembers these characters. Personal accounts from players about that users character and evidence might also be benefit the validity greatly. That said, evidence can be difficult to gather and discounting claims against individuals that are suspicious may be necessary unless something can back this. Perhaps a secondary listing with suspicious individuals who have no substantial evidence against them but lots of word of mouth. This discredits hearsay without discounting opinions entirely. If a village says that X wiped out their cattle but no one has scents, this would be suspicious but can't be proven so it's not factual that the individual should be engaged with, with extreme caution.
A lot of emphasis needs to be placed on being careful when dealing with people with 1 day old accounts bursting in and trying to get their way, as these are likely alts. Low post count, reputation on the irc, or reputation in-game means that it is especially difficult to put trust in an individual.
