Because the point of the system is not that you should be allowed to create an entirely new character, but a reincarnation of your old one, hence "reincarnation system".

But thats the entire meaning of the word reincarnation - giving someone a fresh start. If I wanted to make an "entirely new character", I'd start yet another macro account. Is that what you'd like - for people to become so invested in their current skills, even beyond death, that they need an alt to try something else?

Some part of the self remains constant during rebirth - you keep stats, after all - but why would being a carpenter in a former life have any affect on what you are now?

IS there some kind of skill cap? Or are you just talking crap?

I've never heard of anyone who isn't a criminal be tradition. It is too hard to reach for people who don't solely focus on shifting their names / skills.
