threw on the floor 50 carrots 50 seeds of wheat plus he did not turn the horse.

I believe a recent update changed it to be 51 carrots and 51 seeds of wheat.

Atleast not when you just give him seeds, I believe A recent change added the requirement that you make it an offering of 2 silk cloth and a Creamy Cock, and give it 10 minute to "indulge" in the offerings.
