Starting Town

Like the old world, there should be a starting town, i think this should be nople at world 4, until then we should not have a starting town.

With that, there should be a few CR's to some towns preserved at apoclapyse, some major markets would do

However, nople should have a no-murder, or a no-theft zone, but stands was claim-it-before-some-one-else-does, with no building stands

If we kept the main trading towns, such as nople, angkor and some others, there would be safer and more trading, but 'nople should be a VERY limited area, but other markets would be able to sustain more stalls per person, for the risk of theft/murder

each person in nople would have ONE stand only maximum.
