I understand that when I call someone "nigger", it is hate speech. And I wouldn't use such word. But listen to many afro-americans, especially rappers. They call themselves "niggas". That's not an insult.
Same goes to white people - if I call some white man "an albino", he will laugh and carry on. If black man does so, it will be an insult.

The hard r at the end of the word makes a HUGE difference.

We may debate about magic "r" at the end of the word, but fact is a fact. There is a difference who says the word.
Because white man never attacks white man just because he's white. Black man does not attack black man just because he's black. Arab doesn't attack an arab just because he's an arab, and so on.
And hate speech is, by definition, an attack towards an individual or a group.
