While this sounds like a great initiative, it also sounds like a beast of a job - simply opening 2000+ threads and scanning them for content or lack thereof is a large task.
How about doing it brute force - simply move all topics in C+I older than 3 months (or 6 months or whatever) to the C+I dump, and allow requests in this thread (or through PM) to bring favourite topics back to ordinary C+I.
It will still be possible to link to archived C+I, and the job of sifting through the dust to keep the diamonds will be lessened considerably.
Everyone with time on their hands could search through the C+I archive for their darlings and beg for them to be moved back.

Um. It took me like 20-30 minutes to skim over 70+ pages worth of content when I made my thread categorizing a bunch of threads worth "highlighting".

My response was no more off topic than your own blatant self promotion. I find the fact that you think nothing of promoting yourself in other people's threads annoying, but when you start poo-pooing their efforts to build up your own it crosses the line and actually offends me.
