If by 'town' you mean having an Idol and Lawspeaker etc, they yes that's what I was assuming. When I say 'base camp' I mean a small informal settlement of maybe one or two structures that's were using to help us get to the point ware we can locate a mine. We will need to get crops started and have a place cook food so we can raise the necessary Perception to even see RustRoot. I don't even think walls are necessary for the base camp we just focus on all out exploration and abandon the site once we fine metal.
