As for the highest quality, i don't think there is a limit (i may be wrong) due to the fact that there isn't a limit on quality of linen cloth.

But then again it might be softcapped by the blood stern so i don't know.

Pretty sure it's just the average quality of the two, softcap should be sqrt(Dex*Sewing)

Quality should be uncapped since linen is theoretically uncapped. It looses practical use past Q40 for the most part though iirc since that provides a long enough time on it's own.
