If I have a palisade cornerpost and put some wall sections to the east and north, then lock the cornerpost, will I be able to expand the palisade northwards and eastwards or will it lock me out of interacting with any of the palisade?

You can continue expanding off of segments.

carts only need 1 tile, but its tricky getting them around corners without them getting stuck, and of course when they get stuck you stop pulling them for some reason...

first off. have you baited the hook?
do you see fish jumping in the water in the area your fishing?

Check if any parts of your pole got broken. And, are you sure there's any fishes? According to RoB wiki : "You should notice fish jumping in the water if the area has fish"
