Stone Axe

I'm having trouble attacking with the Stone axe. I have the skill "Militia Training" and have the stone Axe equiped.
Trying to "Cop" but it's not working.

Am i missing something?

you need initiative points, try using different moves. before that.
i really need to find a good signature
