Gather wind

I know how to pass wind, I do that well. However, gathering wind is another thing altogether. My perception is around 50, and my exploration is around 30.

So exactly how do I gather wind?

i don't think you need any stats to do it, just go to a heath and right click some wind as it comes at you.
