so upon hearing about all this news, I gathered some supplies and set of towards a hearthvault I had constructed for myself in the event of an emergency. en route I sailed through Raccoon city's claim. There I found three murder scents, one on the banks of the river, and two in the river itself. I decided to track these and eventually I found that all three scents lead to willyums corpse, and after doing some triangulating, I confirmed that willyum was the culprit, as seen in these screenshots shot at anabru waterfront:
This evidence means that another faction (Raccoon city) is on the list of suspects.
possibilities include:
1. some of the annonymous raiders were hired by, or belong to RC
2. these murders are not linked in any way
3. vigilance was acting on RC's orders
whilst other possibilities may exist, these are the ones I can pull to mind at the moment.
