Oh is this new? How long is the time-frame for it and do you require anything in order to break it down?

Is it just a village claim or is there a personal claim too?

If there is a pclaim, the claim stick can be destroyed if the claim has been inactive for 30 days, this does take a certain amount of strength though. If there is a village claim and it lets you interact illegally without turning on criminal acts then the authority will be reduced enough to either break it or take it over as the LS if you have the lawspeaking skill.

Just a village, and it seems that the authority is strong enough to at least prevent that, but maybe soon, considering someone else saw it a while back as well.

Correct me if I'm wrong but don't you lose authority at a rate of 25k a day? Not counting banners and such. If so then wouldn't that mean someone's been upkeeping the authority there?

I dont believe the base is 25k a day, but if theres a village idol or claim, I dont believe he has the str to bash it down if it was 1 months with a newbie char

isn't it 5K per ingame day for idol alone? The soak is 5 but lots of hitpoints ...

It looks like someone has palibashed the gates, and destroyed the personal claim recently.
The hints to this are the not open, but completely missing palisade gates, and the zero ticks of damage on the palisade that isn't covered by the village idol.
If I were you, I'd build a ram, destroy one of the corners so that you can build your own gate, then move the ram, destroy the idol and replace it with your own personal claim.
