They "spawn" like other global non-interaction spawned dungeons where they check for other dungeons in the region and if there are none they spawn on a valid tile, expect instead of looking for valid tiles, they look for valid houses.

The only added mechanic in the rat dungeon spawning is that it checks for an object (house) and then checks for a free tile inside said house, although that's not too different from checking for a water tile and then if there are enough empty water tiles around it for a beaver dungeon.

Why don't they decay after a week of being cleared (rat king killed) :x

interesting, I killed rat king and the dungeon didn't decay. but then we wanted to go and loot the final room, so we walked all the way back and found one living rat. Killed the rat so we can loot safely and immediately got kicked out, whole dungeon despawned with no warning, probably lost a few chests of loot
you probably have a rat alive somewhere inside

See, I'm telling you guys, they work differently than standard dungeons. Being a perfect genius, I wouldn't expect anyone to believe me, but I'm RIGHT.
