This could have a significant impact on the initial game, making it much longer. It's a good solution in my opinion.
Good Haven is less tedious; not more tedium.
Players build a huge palisade as soon as they have leather.
In the real world without a lot of workers, not all villages could afford the rapid construction of a palisade, or even build one at all.
Maybe we could add another type of fence that would be roughly like a palisade, but could be broken down manually (with tools).

Or we could weaken the palisade and add a palisade with an earthen rampart that could only be broken down with siege weapons, and then it and the subsequent ones would cost the same as the original post.
