Didn't notice anyone saying anything about a bug during the stream (though that is perhaps also expected given the nature of stream chats). When did this happen?

Good job!
Permaban is the best way to punish those players. Losing all their progress AND their hats/tokens.
As for recovering items, would be fun to give the victims access to the raiders village for like 10 minutes. Whatever they can grab, they can keep.
