Changing 1 move just solidifies the tired and boring combat meta.

I genuinely urge you to play jazz there.

Fuck with the IP costs, cooldowns and weights of all the combat moves. Just fuck shit up.

New meta's will be uncovered and enjoyed or hated, but at least it will be something new.

This is a good idea. They already do this with alchemy and cooking so why not pvp too. New world joy of discovery for new combat decks, make people interested in experimenting and sparring to spread what they think works best.
Chaos is its own balance.

But if devs don't do this they should also nerf kito cleave. Nobody uses anything except kito/cleave/sos anyways so maybe just nerfing those three things more will open up a more interesting joy of discovery

I personally don't care about cleave being strong, but there should be different realms. Cleave and oppknocks is in the realm of getting ko'ing and killing, while storm was in the realm of winning fights without getting ko's.

Before we at least had some variety, but now, the realm of ko'ing/killing and winning fights is one and the same, rather than any chance of separation existing. Sigh.
Early world exploit: Put your hearthfire inside a cave, then hold shift to position a claim right in front of a cave. After 8 hours the claim will be unbreakable. Since your hearthfire is inside the cave, you can still get back inside, and leave, but nobody will be able to enter, effectively making you unraidable for the first 3-7 days. Enjoy

you are killing one of the main engines of progress, without questing everything will very soon hit the cap and progress will slow down. People will start leaving the world.

No, most people didn't do this. There was only ever a small minority that botted it to an insane degree. Everyone else just played the game normally.

very slight nerfs to kito, cleave, combat med, or opp knocks could be reasonable - Any of them could potentially breath some fresh air.

Yeah ngl the salt changes are kinda weird, is salt back to being as good as before or what? Like I just don't see it balanced, either it's dogshit like rn or it's op and you have to get your hands on as much as you possibly can to keep your hunger high.
Why not make salt a truffle kind of deal that reduces the hunger of a singular piece of food by a bit or smth.

Luckily haven is not a pvp only game though so even if these crying whale curios get their way it doesn't matter too much anyways  most people will just not play with them and continue to play harvest moon while the whales cry that they have nobody to fight since they made pvp so boring.
I mean these kind of one sided rebalances only happen when it is a crying whale curio :P because real rebalances effect both sides to bring parity not destruction. Whales see anything that is a bit viable as overpowered and wrong and shouldn't be in the game

The cringe is that when they are the ones caught with their hands in the cookie jar, they tell you that you have to be smart too, while when it's others they just cry golden tears until they get what they want.

About this SoS change, are you just increasing it from 2 to 4, or you actually going to nerf/nerfed the openings to 30 -> 20 and increased CD?
