I don't think it will completely solve the problem, however if it makes multiboxing more difficult it will definitely reduce the number of bot owners, as at some point the effort involved will outweigh the fun of bots. For those who want to play the old way there will always be a regular, non steam server available, but it's hard to say if normal players will play there.
If devs make multiboxing more difficult, the gap between competitive players using multiple Steam accounts, various devices, and different IP addresses and regular players will only widen.
While the number of bot owners may decrease, they will never completely disappear. As a result, a small number of bot owners will become even stronger compared to other players than they are now.
