Perhaps because they don't know what it means. I didn't either, but I Googled it, watched a few YouTube videos, and it really does look promising.
Something like a transition from handcrafted to mass production. And without any loss of quality.

Aren't you curious about what it will be?

In short, it's the capability of game engine to make one object to interact and affect another. Though currently done in some band-aid ways for rare cases, only actors like players and animals can fully interact with world objects.

Over 5 years, it's been discussed numerous times on dev streams, you can also find some mentions on forums using search:

Inb4, it has nothing to do with ideas of walkable roofs, docks and customizable building, it's purely game engine stuff that opens a door to that features.

My first disappointment with lack of OCO was being unable to use a wagon station as a stage by walking up the stairs. Though, that doesn't seem like it would need OCO necessarily?
