In short, it's the capability of game engine to make one object to interact and affect another. Though currently done in some band-aid ways for rare cases, only actors like players and animals can fully interact with world objects.

Inb4, it has nothing to do with ideas of walkable roofs, docks and customizable building, it's purely game engine stuff that opens a door to that features.
