During the Livestream jorb sounded open to a users request for adding additional skin tone.
I suggest that the way you implement this is the more crimes a character commits, the darker the skin tone.
This will serve as a visual indication of a dangerous player. Even the people that don't read patch notes will eventually catch on with pattern recognition that dark = danger.

I got info from Jorb and Loftar.
They have read all 37 pages of this thread and all 140+ pages of w16.1 thread. There will be huge changes and improvements. Lots of ideas implemented.
