This will completely remove the factor of players holding back from participating in the current world and there will be no need to wait for the wipe.

Stats aren't a factor. You don't need huge stats to do anything in this game (craft stats are capped around 300-400) and combat stats have a minor impact on your success in pvp.
Capped stats won't work long term, as considerable amount of players are enjoing "numbers go up" (this why a lot of people asking for return of spiraling).
