Excuse me if I trust the guys running the game to have a better idea what's bug abuse than someone throwing a tantrum over a perceived injustice. Get over yourself, this is the same retarded shitstorm that comes up every time anyone gets genuinely punished for shenanigans.

Their choices for what's unintended and what isn't are extremely inconsistent, their way of dealing with such choices is also extremely inconsistent. Whether you trust their decision making or not - nobody cares, but fact remains that it's inconsistent and never have they let anyone know it's unintended that questing be used in combination with roads.

Except that there is a difference between defining what's a crime and sticking to it, and choosing something is a crime based on a whim and sending someone to prison for it. One is normal, the other is tyranny, or in this case, bad game moderation.
