The definition of griefing is nebulous and conflict between players is not the same as griefing. However, a lot of things are solved by curating the playerbase. The whole point of a private server, is the private part. I don't need to solve griefing in the same way Jorbtar does, because my playerbase is "people who enjoy hanging out with each other and/or share similar interests" not random misanthropes on the internet. While there's quite a bit that would be adjusted to make PvP more manageable and to enable some community GMs to run events. The core of the issue (as to why it can't retain new players) for HnH has never been mechanical. The core of the issue has always been: you. The HnH playerbase. Ya'll the reason why this game sucks. The solution to "griefing" in HnH is to simply remove most of you.

Honestly, this would be more of an own if the average Minecraft server didn't have a better population than this game.
