I agree tho that there could be some sort of starting continent that is pve only, it will probably be congested etc and should probably not have all the sickest qualities, so once you got the hang of the game maybe you should be motivated towards crossing the ocean and play "the real game" or just chill there and enjoy whatever keeps you there. That's a shitload to manage tho, imagine how much griefing could go on if people can not be punished for it. You basically have 2 different games in one game at this point
