Where am I going to throw stuff away for good now? What about things that decay inside houses?

So do objects that decay on pavement still get permanently destroyed?

Is it now possible to dig up high quality dirt that someone drops (assuming it's dropped on pavement, assuming dropping items on pavement doesn't destroy them)
