We considered turning them off for outlaws, but you can then kiss the idea of calling in support when your base is under siege goodbye. Pick your poison, I guess.

Your logic is flawed.
You'll lose tenfold more players because of random ganks than this hypothetical defending scenario.
Do you realize that siege currently is complete crap and requires complete revamp not some bs like this.

I think the point stands kind of irrespective of what siege systen we use. Also, charter stones do not affect the amount of ganking in any meaningful way.

Actually 99% of sieges have had successful defenses.

Given the time and cost involved, I suspect serious sieges are only ever attempted when the force difference is significant, and when the attackers are more or less certain that they will succeed. That being said, I certainly know of at least a few cases where sieges have failed.

Also, sure, but my point was precisely that it is now at least theoretically possible to bring in support if you can find it. In no scenario does that decrease the amount of failed siege defenses.
