blocking waterways with claims was one thing, blocking them with water mills is going to be much annoyance at times

Image - finally cities can be build with rivers inside that can be protected from people with hostile intentions, wooden gate would be more abvious and universal, but watermill will do :D

Can you make windows with glass panels and external wooden shutters open :)
