That's bizarre, seeing as as far as I can tell, if I put a dirty quarter on a stack with a clean quarter, they don't both come out medium. They especially don't both get dirty. I'd like to see each coin in a stack remember it's quality, but that's not likely. Frankly, coins shouldn't have quality. Have them be treated as ore, getting Q from the skill of the smelter.
I suppose that averaging quality shouldn't be too bad, though that would mean that someone might take a Q100 bar and three Q0 bars and eventually produce three Q25 bars and a bunch of Q25 coins. This might be seen as an exploit, but I don't think that the alternative- having all coins in the world degrade to the quality of the lowest coin in circulation- is all that good. For one thing, it would make coins worthless for converting back into metal.
Though why I should care about coins I don't know, being as I haven't even seen one since Ragnarok.
