Chieftain Statue

It seems the chieftain statue is only buildable in the outer build zone of the idol itself, not in the build zones of subsequently placed banners. Is this intentional, or a bug?

I noticed the same thing and already reportedt it here: http://www.havenandhearth.com/forum/viewtopic.php?f=4&t=2180
You can build subsequent chieftain statues in the radius of other chieftain states though, as long as it does not overlap with the radius of a flag.

You can also build new statues so that the outer radius of the new statue itself would overlap with a banner.
