well, I went to Novrigrad via the sign at RoB. and put my boat in the water and got in it without crim on.
No theft scent was left.
Probably not much of a bug and, probably has been reported at some time.
Just wanted to bring it to your attention.

More precisely, it works such that boats remember who last rowed them, and if that same character goes Avasting again, then the boat doesn't care about claims.
