OS: Microsoft Windows XP Home Edition(5.1, Build 2600)
CPU: Intel(R) Pentium(R) Dual CPU E2140 @ 1.60GHz (2 CPUs)
Memory: 960MB RAM
DirectX version: DirectX 9.0c (4.09.0000.0904)
Graphics card: VIA Chrome9 HC IGP

Could be the graphics. card. I never saw that graphics card, never saw that one before... But well, it COULD be the graphics card. I'm not sure...

VIA graphics would be one of those on board chips with no dedicated memory. id say its your graphics drivers.
