You don't reseed it before pulling each number, you just seed it once and it keeps pulling different numbers. And I think it uses system time in miliseconds for seeding, but I'm not sure.

That's the case afaik.
Though you can manually select a seed ( thus the date - which doesn't change for 1 day )
And always reseeding it - resulting in always the same number for 1 whole day was the point of my joke.
