nah, you can't build a claim stake on a mined tile. i think i complained about it in world 4.

I tried t pave to place a claim in a mine, and it wouldn't let me. I had at least 7 spaces from walls/entrance on all sides.

you can place a claim on a paved tile, but you can't pave a mined tile
