Obviously you don't get it. No matter what you palisade unless you palisade underground the size of your city's palisade then it won't work.

I now seriously don't wanna know what that will do...

But I think HF can't "be placed" in water since there's a piece of code that checks the location the HF will be placed.

If it does work, expect griefers to mass block up rivers!
