Crossroad next to building problem

I have a problem with crossroad. When I right click it I got "Only the lawspeaker or chieftain may build authority objects".
Chieftain began build it on my claim (he had all possible rights) and I finished it. He put sign of another crossroad (which is working with other crossroads).
I tried to declaim but it done nothing. The problem can be that it was build with shift key right next to building. Here is screenshot:

Only a cheiftain or lawspeaker can finish any type of special village build. Else it won't work.

Did he name it?

Edit: That reminds me. Recently I tried to use an unnamed crossroad and the error message I got was: "You don't have all ingredients to craft this." Couldn't reproduce it though.

He did it now and all work as it should be.
