Boat Destroying while Sailing...

In world 3 I tested destorying someone's boat when they don't have swimming while they are naturally on the water...
The person didn't die they reappeared on shore if I remember rightly...

I have just heard a report of one of our groups numbers being grieffed by this and died...
Has something changed???

I've been hearing about this happening quite often, I suppose it is best to just buy swimming when possible, it's cheap and now it is actually useful.

Is it intended that a boat can be destroyed from another boat (while both boats are sailing)?
