Confirmed
Strangling a moving target does not damage them if it normally does not break their defense if they are standing still. Tested with a moving main and a strangling alt.
The bug does not manifest if used against animal with almost no defense though.
Yet to be tested:
Using on PvP environment, with enough attack weight to break defense.
Using on PvE environment, with not enough attack weight to break defense.

I've noticed this to it could have been changed though because it makes no sense how you could strangle someone/something that's running.

You sure this isn't the bug where combat hasn't been initiated so there is no "combat intensity" so strangle cant be performed?

No, strangle was able to occur during my tests on different times so probably not the same bug you are talking about.
