I am using 18/19 Attention. My intelligence is 19, -1 due to Personal Traits (Barbarism), ergo making it 18, in red.

However, when I go to use a Cone Cow to fill the 1 Attention gap, it says I do not have enough Attention.

Bug: "Attention" number = Intelligence, rather than modified Intelligence.

This has been posted a billion times now. The devs have already commented on this. It's a purely cosmetic bug and is likely low priority to be fixed.

It's an interface bug, not a gameplay bug. Attention is equal to your Intelligence, modified by your Barb/Civ slider.

Working as intended.
