This is a normal mechanic. You have to actually find a node to dig clay in unlike dirt, which can be dug anywhere. If there is no node, you only get one clay (per game day or 8 hrs if I recall).

Is it in the same location? If so, you might not be on exactly the same spot or it could be a low quality node and someone else dug it dry earlier. Also, if it's a low quality node, the radius isn't very large. Once a clay node drops below q10, you no longer get clay (which is why you only get one clay from areas not on a node).
