I'm not sure what you're asking about here.

Do you have Java installed? Since you got an error that should only come up if Java is not installed, then that should be the first thing you do. Remove and reinstall Java if necessary.

Next, If you do have Java and are still getting this error, it might be possible that the web launcher is being blocked from running somehow.

There's not much else anyone can help you with without further information.
