It was just at 99 percent, I logged off, went away for a few minutes came back, and its 93 percent! This happened twice!

It's not a bug. It's an intentional mechanic as a workaround for another bug that has never been fixed. Just stay logged on for 30-45 minutes or so. Stick the tubs in your house and sit in there if you're worried about someone coming along and sniping you.

Place your tanning tubs inside a boat or cart and take them out. Leather will be at 92%, then you just need to wait a little while so it gets to 100%.
