hmm the request timed out at hop 8 looks like qwest.net (hops 7-9/ 63.146.26.6) has some internal routing problems ?!? You should do tracerts at different times to look if that continues (it might be a reason - then you need to contact Charter Communications to ask them for help)
The Charter Security Suite Firewall (DeepGuard) works with Windows Firewall - you might do exceptions for port TCP 1871 and UDP 1870 in Windows firewall (check if it's enabled - if not enable it)
for testing Java: testing the 64 Bit Java version doesn't work with a 32 Bit Browser - you should be able to test 32 Bit Java with 32 Bit Browser
http://java.com/en/download/testjava.jsp (enable Java plugin for browser!) - if test works - get Ender_x32 and update - make it point to 32Bit Java (Program Files (x86) path) in run.bat
