Skill required to dig cellars

Once built a cellar can only be dug out by the character who placed the building site.

I tested this on a cabin in the wilderness with no claim or village around, my alt (on another account) completed the building, but couldn't dig it out.

shouldn't "dig rocks" be an unskilled labour?

yes he did...

however, he may not have had the skill required to build a cellar in the first place...

The locks & bolts skill is needed both to place the cellar build site, and to dig out stones.
