fishing spots

after the update that turned fish into a localized resource of fishing spots, there appear to be NO fishing spots in shallow areas of lakes, thus making plaice, pike and bream as far as I know unobtainable. seeing fishing spots more or less randomly distributed in deep areas otherwise, this seems to be a rather gamebreaking bug.

I have found some river/shallow area fishing spots, they are very rare though
