Bulding a statue near banner

I try to build a statue near the influence of a banner and it doesn't allow me, it says you can't build authority object there.
When i try to place it elsewhere on village claim it works.
What's the problem?

Authority items have 2 circles-small dark color and large light color. you can only build on the light color influence area, so you can't put em next to each other.

I didn't put them close to each other and it was in light blue claim area.

build the statue so the banner is in the lighter circle of the statue.

It doesn't work either.
I'm desperate, i can't destroy that stupid banner and i would have to use like five banners where one statue could have been but now i can't place it there.
