Slightly inaccurate tea max

I assume that tea's hardcoded max for the Warmth of Tea buff is 20%. A times when I drink tea my learning rate goes to 381% instead of 380% and I recall 379%(from 360%). A very minor bug but just letting the devs know.

Actually, the exact amount you get depends on the quality of the tea.
