Horrible Lags

Yesterday I played fairly normally, sometimes lags happend. Today I can't moving and doing something. For moves I have to wait few second (10 - 20 sec.) When i want open my invectory, skills or character sheet is that same. What's going ? Maybe it needs to restart server ?
