No, primarily because the transitions don't work well at all against the swamp tiles. However, and arguably even more importantly, swamps, by their very nature, should not have many topographical (as opposed to topological, that is ;) features, seeing how they consist largely of water. If there were raises in a swamp, it would cease to be a swamp.
