Constant Lag

Hi, I got this game two days ago and in those two days it has had fairly strange behaviour.

When I first downloaded this game it was pretty good, I managed to create an acount and it ran pretty fast despite getting a couple of errors (which closed the game down and this was constantly bugging me) anyway, I decided to format my computer as it was running slowly.
When I reinstalled the game on my formatted and reinstalled windows 7 computer it was running extremly slowly, I couldn't even play due to the shockingly slow speed.
Notes, I am using a radeon HD4650 with the highest driver so far.

I think it could have something to do with my video card and its driver but i'm not sure, could I please have help.

I just love how there is virtually no information available to work with.

Install the driver that came with your GPU, not the default that came with your OS.
