Stumped stage one trees

Well I happen to notice a few stumped trees (they haven't grown in weeks) and I tried to remove them, but as we know a stage one tree is protected from being cut down. So besides the usual chopping how do you remove such a pesky tree or maybe it's a bug? After all I get the option to chop it down, but it does absolutely nothing.
